Permitting

Kittitas County has purchased the new site and initiated the permitting process by submitting a Pre-Application to the City of Ellensburg Community Development Department. The County is now working with the City, state and federal agencies to understand their permit requirements and develop the required submittals for all relevant permits.

Land use and environmental permitting activity (and permit support activity) currently underway:

  • Critical Area Report – includes discussion of wetlands and floodplains for floodplain development permit, Section 401 (Water Quality Certification), Section 404 (Wetlands) and Critical Area Ordinance permits
  • Master Plan Map Update – provides more detail to the site layout
  • Traffic Impact Analysis – considers impacts to US Hwy 97
  • State Environmental Policy Act Environmental Checklist - includes a Wetlands Delineation Report, Cultural Resources Report and the Department of Archeological and Historic Preservation (DAHP) confirmation of no effect on cultural resources
  • City of Ellensburg Permits – may include a Comprehensive Plan Amendment or Conditional Use Permit and Essential Public Facilities Application
  • Joint Aquatic Resources Permit Application – to support adjustments to the floodplain
  • Geotechnical analysis – to support site design
  • Boundary & topographic survey -to support site layout and development

Other approvals to be obtained at a later stage include:

  • Utilities Plan
  • Water & Sewer Plan
  • Site Development Permits
  • Building Permits
  • Erosion and Sediment Control Plans
  • Solid waste facility operations permit from the Kittitas County Public Health Department and the Washington State Department of Ecology
  • National Pollution Discharge Elimination System (NPDES) permit from the Ecology and EPA
  • Compost Facility Air Emissions Permit from Ecology
  • Right-of-Way access to US Hwy 97
